the primary objective of the Accounts and Payments Division is to create and maintain an accountable, transparent accounting system that manages human, financial and physical resources efficiently and effectively in accordance with financial regulations, the Code of Establishments and periodic laws and circulars issued by the Government

Major Activities and Services

Managing and controlling the financial activities, adhering to all financial regulations and administrative regulations, to support the achievement of final mission of RDHS Matara
Certifying the vouchers and scheduling them for an efficient paying process
Controlling and managing the financial allocation.
Procurement for general and medical equipment for hospitals and other institution under RDHS Matara.
Procurement for diet, laundry, security and cleaning contracts using transport procedure.
Conducting supervision at institution under RDHS matara via board of survey.
Conducting a condemning board and talking necessary steps for an auction on condemning board.
Perform regular supervision and internal audits for a proper financial control.
Taking necessary activities for audit queries and responding within the correct time frame.
Managing the individual cash flow of institution under RDHS matara by thorough supervision of petty cash vouchers.
Always following first in first out policy for Store Management
Preparation of bank reconciliations and monthly control accounts.
Preparation of annual estimate and annual financial accounts.
Settling the advance B account loan balance within other province in an accurate procedure, giving advances institution under RDHS matara and preparing Annual B Account
Preparation of payment of salaries, extra duties and travelling to all the staff of RDHS matara and institution under RDHS matara.
Controlling assets by following an assets management.
Service agreement, renovation of hospital building and suppling maintenance services as soon as possible required.
Supervision and controlling financial activities at RDHS matara and other sub institutions.
